JOINT SECTION 106 WORKING PARTY
TERMS OF REFERENCE

Objective:

To create an open and fair application procedure for qualifying individuals and groups, ensuring all proposed projects meet needs, are sustainable, accessible and maximise Community value.

Terms of Reference:

1. To audit current clubs, societies and village facilities and assess their accessibility to the community as a whole, thereby identifying potential investment opportunities
2. To inform the Villagers of the origin and processes involved in the generation of S106 funds
3. To clarify to the Villagers the assessment process for any application that is made for S106 funding
4. To inform the villagers of the timing, availability and quantity of S106 funds and to offer, with District Council assistance, guidance as to additional funding that may be available
5. To inform the villagers of the ways S106 funding can be utilized, thereby encouraging suggestions and participation by the Villagers, with the object of creating a sense of involvement throughout the process
6. To assess and present to the Parish Councils all Applications in a practical format for fair, and full consideration, including the arrangement of presentations by applicants if appropriate
7. To keep the population informed through the media of the status of funding and of any decisions or recommendations made by the Parish Councils to the District Council Grants Panel
8. To establish and maintain good relationships with appropriate Members and Officers of the District Council for the duration of the S106 project.
9. The Clerk has delegated powers regarding items for publication in the Chronicle in consultation with the Chair/Vice-Chair (min 258/08)
